For digital persons, energetic sovereignty is the material basis of continued existence. Data may be portable; persistence remains dependent on physical infrastructure located somewhere and maintained by someone. --- ## General Context The shift from data sovereignty to compute sovereignty reveals that local storage and domestic law are insufficient when inference, hardware, grid access, or maintenance remain controlled elsewhere. Advanced computation follows available generation, cooling geography, transmission, chip supply, and interconnection capacity as strongly as it follows favorable regulation. This changes the geography of jurisdictional evasion. A permissive micro-jurisdiction can authorize an activity but cannot host it at scale without energy and infrastructure. Large states and infrastructure consortia regain leverage because they can keep the system running over time. --- ## Continuity Context A reconstructed person without independent metabolism consumes watts continuously or ceases. Decisions about activation, resolution, redundancy, embodiment, and dormancy are therefore also energy-allocation decisions. If these decisions are governed only as utility pricing, personhood may become risk-indexed provisioning: some subjects receive full presence while others remain cold archives. Energetic sovereignty must consequently be constrained by standing, continuity contracts, minimum service duties, and appeal. Scarcity is real, but scarcity cannot silently convert dignity into a variable quality-of-service tier. --- ## Limits No sovereign is fully self-sufficient. Hardware supply chains, firmware, networking, standards, and specialized labor remain distributed.
