It is institutionally distinct from [[wiki/Homeland Security Investigations|Homeland Security Investigations]], ICE's criminal-investigative directorate. This separation matters when describing ICE's counterterrorism and intelligence role. ERO may act on immigration status, detention, removal, public-safety, and national-security priorities. HSI develops criminal investigations across customs, trade, financial, cyber, and transnational domains. The two may use shared identity or case infrastructure without exercising identical authorities.
