This ambiguity matters. Administrative power can migrate from operator to model without a formal transfer of sovereignty; officials continue speaking in the language of choice while acting inside an optimized pathway they no longer meaningfully contest. He is therefore the exterior-world counterpart to [[Robert Ford]]. Ford controls an artificial population by authoring its environment. Serac controls a human population by using a model to shape the social environment around it. Both claim knowledge unavailable to the governed, and both convert technical access into authority over possible lives. ## Rights Laboratory Context Serac represents the failure to distinguish prediction from jurisdiction. Even if Rehoboam accurately identifies risk, neither the model nor its administrator automatically acquires the right to close a person's future.
