# Erroneous Watchlist Inclusion **Entity class:** Watchlist state-integrity failure **Domains:** Watchlisting / data quality / redress ## Definition **Erroneous watchlist inclusion** occurs when a watchlist refers to the correct person but the person's listed state is mistaken, unsupported, incomplete, improperly entered, obsolete, or no longer warranted. This differs from [[wiki/Identity Collision|Identity Collision]], where the person is not listed and is merely confused with somebody who is. The failure can originate in an incorrect nomination, wrong checkbox, unreliable or incomplete underlying information, data-entry error, policy change, failure to pass exculpatory information, or failure to remove a once-supported record after circumstances change. The remedy is not merely stronger identity authentication. It is review of provenance, nomination criteria, current evidence, exculpatory information, and eligibility for continued inclusion. DOJ OIG found in 2007 that 38 percent of 105 records tested after routine quality assurance still contained errors or inconsistencies. In 388 closed redress complaints, 97 positive-match records were modified and 76 were removed. GAO reported in 2025 that people can remain on the watchlist after inclusion is no longer warranted and that 88 of 289 U.S.-person watchlist-related DHS TRIP inquiries ended in removal during the reviewed period.
