The institution claiming stewardship supplies the accepted vocabulary, evaluator, ethics framework, standard, professional credential or administrative remedy. ## Mechanism The pattern does not require deception. It can become more durable when participants sincerely believe they are acting responsibly: 1. a distributed problem is narrated as originating elsewhere; 2. the prestige center defines the categories through which the problem is understood; 3. remediation requires the center's evaluators, standards or institutional approval; and 4. successful remediation increases the center's jurisdiction and reproduces its authority. The resulting asymmetry is epistemic and administrative.
