## Definition
**Gigawatt war capacity** is the use of deliverable, AI-ready electrical power as a strategic indicator of how much machine intelligence an industrial system can operate and reproduce. The concept concerns usable power at the point where generation, transmission, substations, cooling, accelerators, networking and industrial demand meet—not nameplate generation in isolation.
## Strategic Meaning
Twentieth-century strategists used steel output, oil supply, aircraft production and shipyard capacity as imperfect measures of latent military-industrial strength. AI-ready gigawatts perform a related analytic function because they constrain the scale at which models can be trained, inference can be served, factories can be automated and the next generation of compute infrastructure can be produced.
The metric is deliberately incomplete. Chip quality, algorithmic efficiency, memory, networking, utilization, capital, scientific talent and organizational competence all affect the amount of useful intelligence obtained from a watt. Efficiency changes the conversion rate; it does not eliminate the physical requirement for deliverable electricity.
