Members committed themselves to combatting apartheid in sport by taking practical steps to discourage sporting contacts and competition with South Africa. ## Significance Gleneagles translated a political judgment into distributed control over tours, teams, invitations, facilities, funding, and public legitimacy. It did not create one centralized enforcement agency; implementation depended on member governments and their relationships with nominally autonomous sporting bodies. The agreement therefore illustrates governance through coordinated access denial.
