# Governance Hypervisor **Domain:** Governance Architecture / Jurisdiction / Charter Cities **Doc Type:** Concept Node **Maturity:** Developing **Concept Hub:** [[wiki/War With Empire|War With Empire]] ## Definition **A governance hypervisor is a jurisdiction whose legal identity is layered, sparse, and negotiated rather than totalizing, so that it can host multiple governance arrangements beneath a controlling layer that allocates permissions, resources, and security.** The term borrows from computing, where a hypervisor sits beneath operating systems and decides what may run, on which resources, with which permissions, while the guest systems keep their names and users. ## War With Empire Context [[articles/war with empire/Greenland and Freedom City|Greenland and Freedom City]] introduced the term in January 2026 to describe [[wiki/Greenland|Greenland]]: a self-governing territory under the 1979 Home Rule and 2009 Self-Rule Acts, controlling land, subsurface resources, and taxation locally while defense and foreign affairs sit with Copenhagen, outside the European Union since 1985, and therefore "governable by charter without immediately triggering constitutional immune responses."
