## Definition
**The Ground-to-Orbit Infrastructure Continuum** is the coupled system in which terrestrial launch, fuel, cargo handling, regulation, and military or commercial logistics deliver mass to an orbital layer that services, processes, assembles, operates, and inhabits that mass.
The concept rejects the assumption that a launch site, cargo doctrine, orbital manufacturing experiment, robotic assembler, commercial station, and life-support system must belong to one named program before they can form one operational dependency chain.
## Two Altitudes
The continuum has two principal layers:
1. **Ground node:** propellant supply, launch cadence, standardized cargo, payload integration, transport doctrine, range access, environmental permitting, municipal services, security, and launch licensing.
2. **Orbital substrate:** rendezvous, extraction, servicing, manufacturing, robotic assembly, station operations, sensing, communications, and crew or machine support.

## Coupling Variables

- autonomous manufacturing and assembly telemetry;
- station volume, maintenance burden, and anchor-tenant demand;
- water, oxygen, carbon-dioxide, food, and waste-loop closure;
- licensing that spans launch, orbit, surface activity, and transit; and
- tracking coverage and observability across low Earth orbit and cislunar space.
These variables convert a broad convergence claim into a sequence that can be confirmed, constrained, or falsified.
## Cislunar Opacity
Limited space-situational awareness can reduce public observability of activity beyond ordinary orbital coverage. That is an observability condition, not evidence that a hidden structure exists.
