## Definition
The **Human Genome Project** was the international public effort, conducted from 1990 to 2003, that produced the first reference sequence of the human genome while developing large-scale sequencing, assembly, annotation and open-data practices.
The 2000 working draft was incomplete and the 2003 result was still not a gapless genome. Its importance lies not only in the sequence but in the institutional architecture: distributed laboratories, shared standards, rapid public release and an explicit program for ethical, legal and social implications.

A reference genome is not a complete person and cannot establish consciousness continuity.
