It includes health, housing, knowledge, identity continuity, ecological safety, social trust, energy and water security, education, mobility and meaningful participation in decisions. Resilience is not passive endurance. The proposal must be understood as optimization under rights constraints, not as a license to trade one population's dignity for aggregate stability.
