In the historical DHS LEIS architecture, a DataPower layer transformed partner messages expressed in [[wiki/Law Enforcement Exchange Specification|LEXS]] into the backend's universal message format and transformed responses back for the requesting system. ## Architectural Role The gateway separated external partners from the internal representation used by ICEPIC, TECS, and ENFORCE. This is a technical form of abstraction: local systems could rely on a documented exchange contract while DHS changed or protected internal implementations. That mediation also creates an important oversight boundary. A gateway can authenticate, log, filter, transform, and route a request, but it does not independently establish the truth of a matched identity or the legality of every downstream use.
