# Infrastructure Citizenship A citizen living beside this buildout has three available postures. The first is indifference, which cedes every decision to whoever shows up. The second is generalized objection, which occasionally stops a project and never improves one. The third is participation: learning enough of the machine to ask the specific question, and then asking it at the moment when the answer can still change the drawings. "I am worried about water" invites reassurance. "Will you commit to hybrid dry cooling with a published annual consumption cap and a non-potable source" invites an answer, and the answer is enforceable. The purpose of understanding the machine is to take part in deciding how it is built. ## The timing that matters Influence is concentrated before approval and declines steeply afterward. Once the site plan is approved and the foundations are poured, the position of the substation, the generators, and the heat-rejection plant relative to the nearest houses is settled for forty years, and no subsequent complaint relocates them. The stakes here are existential rather than commercial: the same capability that cures a disease can design one, a decisive lead in it confers leverage over every nation without it, and the human pattern is still held on one planet in one copy with no means of restoring itself. A country that intends to survive that combination has to build, quickly, at scale, and the leadership of this country has said so. The duty of an American who understands the stakes is to get behind that decision and carry a piece of it: when the call is to build, the answer is to build. Institutions tend to perform toward the expectations of the people inside them, and the people who attend the meetings, take the apprenticeships, read the permits, and use the capability decide in aggregate what this infrastructure becomes. The grid, the interstates, and the laboratories were all shaped by citizens who showed up with specific requirements and then did the work. The machine now being built will be shaped the same way, by whoever shows up.
