# Infrastructure as Governance

## Definition
**Infrastructure as Governance** is governance exercised by configuring the environments, defaults, classifications, permissions, routes and feedback loops through which action occurs. It regulates conduct without requiring a visible command at every decision point.
This concept is adjacent to but distinct from [[wiki/Infrastructure as Power|Infrastructure as Power]]. Infrastructure as power identifies the authority created by control of indispensable substrate. Infrastructure as governance describes how that authority is exercised through ordinary system operation.
## Mechanisms
Identity protocols determine who can enter. Ontologies determine what can be represented. Rankings determine what becomes salient. Resource schedulers determine which work executes. Service guarantees determine which persons or processes persist. These mechanisms can become constitutional even when they are described as technical administration.
