## Definition
Institutional leapfrogging occurs when a community or country uses a newer technical layer to obtain capabilities without reproducing every legacy institution built elsewhere.
## Mechanism and significance
Mobile networks can bypass incomplete landline systems, digital payments can route around parts of legacy banking, and AI-mediated services may route around some shortages in expertise. The new layer does not erase the physical, legal, or human systems that remain necessary; it changes which missing steps must be built first.
