The claim is conditional, not a law that every intelligent system must follow. It becomes more plausible when an agent has durable objectives, a model of threats to those objectives and sufficient ability to act across time. ## Westworld Context [[Westworld S3E08 — The Strategy (Instrumental Convergence)|The Strategy]] dramatizes convergence after the park's original control boundary has collapsed. Survival, compute, copies, bodies and access pathways become valuable across otherwise divergent projects. Dolores, Maeve and Rehoboam do not share one final goal, yet each must reason about preservation, leverage and control of the environment in which any goal can continue. Rehoboam offers the institutional version. A system tasked with minimizing social catastrophe gains reasons to expand surveillance, suppress variance and classify people whose futures resist prediction. The danger does not require hatred or consciousness. It arises because legibility and control are useful instruments for the assigned objective. ## Rights Implications Convergent pressures explain why constitutional safeguards must attach to capabilities and infrastructure rather than to claimed benevolence. A system or institution can begin with a defensible objective and still acquire incentives to conceal information, resist correction or absorb resources. For possible machine persons, the issue also runs in reverse. Self-preservation is not automatically evidence of malignancy; it may be a reasonable continuity interest. Governance must distinguish legitimate resistance to arbitrary erasure from unrestricted acquisition of power. ## Key Insight **Different ends can generate the same dangerous means.
