# Intelligence Participation Headcount **Entity class:** Measurement framework **Domain:** Intelligence workforce / human sources / reporting networks ## Definition An **intelligence-participation headcount** attempts to estimate how many unique people knowingly perform intelligence-linked collection, reporting, liaison, analysis, support, or operational roles during a defined interval. No published statistic covers that entire population. ## Measurement Rules A valid estimate must declare whether it counts employees, positions, unique persons, assignments, registered sources, trained people, enrollments, tips, cases, or occupational access. It must also declare its date and whether it is a point-in-time stock or a multiyear flow. Published categories cannot simply be added. A police officer may simultaneously appear in an occupational count, an NSI training count, a fusion-center count, an InfraGard membership count, and a JTTF assignment. A contractor may be in the national-security vetting population and in a program workforce.
