# Intelligence Silo
**Entity class:** Institutional information pattern
## Definition
An **intelligence silo** is an organizational boundary that leaves relevant observations, identities, or assessments inaccessible to analysts who need to correlate them. The injury is not collection or observation; it is the failure to make collected telemetry operationally legible across authorized participants.
## Chronological Proximity
The pre-September 11 intelligence environment made the pattern nationally consequential. The post-2001 TIA, DCGS, and Palantir efforts were different attempts to overcome it.
## Relational Proximity
The marble-jar problem is its visual metaphor; auditable intelligence fusion and clearance-governed correlation are architectural responses.
