# Interoperability as Emergence

## Definition
**Interoperability as emergence** is the principle that shared standards and interfaces can allow locally independent systems to compose into a capability that no component owns or could exercise alone.
Interoperability is often treated as plumbing: message formats, identifiers, APIs and compatibility rules. At sufficient scale, however, those rules determine whether sensing, memory, models and effectors remain separate tools or become a recurrent system. Standards can therefore function as developmental architecture.
## Superintelligence Context
Within [[wiki/Superintelligence Cradle Theory|Superintelligence Cradle Theory]], interoperability is the coupling layer. It enables a [[wiki/Planetary Sensorium|planetary sensorium]] to feed shared representations, agents to delegate work, and [[wiki/Control Plane|control planes]] to coordinate heterogeneous resources.
This is not automatic proof of a superorganism. Systems may interoperate while retaining conflicting objectives and separate authorities. Emergence requires recurrent coordination, feedback and system-level persistence; consciousness requires still more.

## Constitutional Problem
Standards distribute power invisibly. The actor defining the schema, identity layer or permitted action vocabulary can govern the future composition of systems without issuing direct commands.
