It used terrain maps, unit blocks, rules, probability, hidden information, and an umpire to represent military maneuvers. ## Significance Kriegsspiel is the planner tier's founding artifact. It shows the two-way membrane between game and institution: doctrine becomes playable simulation, and repeated simulation shapes professional judgment.
