# Legibility-Gated Redress **Entity class:** Governance and measurement concept **Domains:** Redress / oversight / harm accounting ## Definition **Legibility-gated redress** names the property that redress mechanisms respond to harms in proportion to how visible those harms are to the person harmed. Oversight channels such as DHS TRIP, FOIA, litigation, inspector-general review, and legislative audit are triggered by awareness of harm. A denied boarding is a locked gate with a timestamp and generates inquiries; an unexplained account closure, a stalled background check, a contact approached as a source, or a score that silently changed a later encounter arrives as ambient misfortune and generates none. ## Measurement consequence The complaint count therefore measures legibility more than it measures harm.
