# Local AI Ownership
**Domain:** Artificial Intelligence / Ownership / Political Economy
**Doc Type:** Concept Node
**Maturity:** Developing
## Definition
**Local AI ownership** is the principle that people and institutions within a community, state, or nation should hold meaningful ownership in the infrastructure through which artificial intelligence produces local economic value. The relevant assets can include data centers, models, agent platforms, robotics fleets, energy systems, and the institutional layer that connects machine capability to citizens and firms.
## Difference From Access
Access allows a person to rent intelligence. Ownership supplies governance rights, residual economic claims, and a durable stake in the productive system. A community can therefore have widespread access to AI while remaining economically dependent on remote owners who control prices, upgrades, permissible uses, data, and the allocation of returns.
## Institutional Forms
Possible forms include public-benefit corporations, cooperatives, credit-union-like AI institutions, pension-fund ownership, citizen funds, locally held infrastructure companies, and regulated utilities. The architecture matters more than the label: ownership must be real enough to distribute both control and economic participation rather than merely offering symbolic shares while another actor retains decisive authority.

## Simple Reminders, Quotations, and Thoughts
> The central ownership problem of the AI economy is whether the infrastructure and means of production—the intelligent capital stock of data centers and robots—can be owned by the people whose labor it replaces.

> "[The champion AI] is open-source based, and you can fork it. Just like a credit union — you come together, you build a credit union, everyone puts in their money, and then it [has] services offered to others — create an AI union, as it were. All the local institutions [and] individuals in California can subscribe to [the locally owned champion-AI institution], and they [would own] 90% of it, with 10% being for the kids. Then [the institution] can raise [capital] at a market rate, which is far higher, and it can get more compute, give every citizen an agent, train up forward-deployed engineers to upgrade the institutions, and then take ownership stakes in the data centers [and] the robots. [An AI union] creates a very interesting institution that you can fill full of talented people to navigate this, and an ownership stake in that last mile of intelligence, which is where I think the value will go."
