## Definition
**MKULTRA** was a CIA research program involving behavioral modification, drugs and human experimentation. A 1977 United States Senate hearing recorded that many program records had been destroyed in January 1973, leaving investigators with an incomplete archive.
## Evidentiary Use
The surviving record demonstrates both that the program existed and that documentary destruction can materially constrain later reconstruction. It does not justify filling every gap with a preferred explanation.
