## Definition
**MOANA** means **Magnetic, Optical, and Acoustic Neural Access**. The Rice University project under DARPA N3 pursued a nonsurgical system for decoding visual-cortical activity and recreating visual information through a second neural interface.
## Systems Significance
The design objective joins neural read, translation, neural write, multiple channels, and a bounded round-trip latency into a single closed-loop specification.
## Evidentiary Boundary
The specification is evidence of an institutional engineering target, not evidence that the full person-to-person visual transfer objective was achieved.
