## Definition
The **machine social layer** is the network of persistent machine actors that discover, authenticate, delegate, negotiate and transact with one another across systems.
## Governing Variable
The layer governs recognized agency: which machine identity may act for which principal, with what permission, memory and accountability.
## Material and Computational Manifestation

## Relation to Governance
Machine-to-machine coordination can reduce friction while moving consequential negotiation outside direct human attention. Persistent agents can become operational representatives of persons or institutions without becoming identical to them.

Identity confusion, authority escalation, non-portable memory, hidden delegation and untraceable action can turn assistance into infrastructural captivity or diffuse responsibility beyond remedy.
