# Managed Inference Service
A managed inference service sells answers rather than hardware. The customer sends a request to an endpoint and receives a response; the provider owns the accelerators, the fabric, the serving engines, the scaling, the model versions, and the reliability. For the great majority of institutions this is the correct starting point and often the permanent arrangement.
> [!note] The one-sentence version
> Somebody else owns the rack, the engine and the pager; you send a request and get an answer.
## What the provider takes responsibility for
Capacity planning against unpredictable demand, including the warm capacity held idle to meet latency commitments; see Inference Serving. Model lifecycle: loading, versioning, gradual promotion, concurrent versions, rollback. Engine operation and the tuning of cache management, batching, and precision; see vLLM and Continuous Batching. Hardware heterogeneity, through routing that selects model and silicon per request; see Inference Request Routing. Reliability engineering, including straggler detection and failure domains; see Site Reliability Engineering. And the facility beneath all of it: power, cooling, interconnection, and the trades; see Electrical Supply and Reliability.
That list is the content of this entire collection, which is the point. A managed service is an offer to absorb eleven layers of difficulty in exchange for a price per token.
## What the customer retains
Prompt and output handling obligations, retention and training commitments, audit logging, residency, and policy over agent behavior; these are contractual rather than technical and they decide most regulated procurements; see Private Model Hosting. Also the economics: at low and moderate volume a managed service is plainly cheaper than owning hardware, and above some volume with steady utilization the arithmetic reverses, which is the ordinary build-or-buy crossover and is worth computing rather than assuming; see Capital Intensity and Utilization.
## The deployment shapes
Shared multi-tenant capacity, most efficient and least predictable under load. Dedicated capacity reserved for one customer, with predictable latency and the ability to serve the customer's own fine-tuned weights. Serverless provisioning that scales to zero, attractive for intermittent use and subject to the cold-start interval weight loading imposes. And on-premises delivery of the same service inside the customer's facility; see Google Distributed Cloud and Sovereign AI.
## Why it matters for national capability
Breadth of access, rather than total installed capacity, determines what a country gets from its compute; see National Compute Capacity. A clinic, a school district, a machine shop, a county agency, and a family farm will never own accelerators, and they can all reach a managed endpoint today at a price that has fallen by large factors and continues to fall; see Inference Endpoint and Intelligence as a Utility. This layer is the delivery mechanism for the whole buildout's public return.

## Evidence posture
- **Established:** the provider's responsibility set spanning capacity planning, warm idle capacity, model lifecycle, engine operation and tuning, hardware heterogeneity through routing, reliability engineering, and the facility layer; the customer's retained contractual obligations covering retention, audit, residency, and agent policy; shared, dedicated, serverless, and on-premises deployment shapes with cold-start intervals imposed by weight loading.
- **Established (datestamped):** as of October 2026, managed inference services in the industry provide automated model and hardware selection, multi-region balancing, serverless provisioning, private retrieval-grounded deployments, endpoint management, usage controls, and agent policy enforcement.
- **Strongly indicated:** a build-or-buy crossover at high steady utilization; the arithmetic is straightforward and the crossover point is deployment-specific.
