# Migration Right

## Definition
A **migration right** is the claim of a continuity-bearing subject to request, contest and complete movement to a compatible substrate, custodian or jurisdiction without arbitrary loss of identity, state, relationships, standing or service.
## Requirements
Meaningful migration requires a portable state package, documented semantics, provenance, compatible execution, transferable credentials, destination disclosure, integrity verification, funding and continuity during the transfer. It also requires a rule for whether the source remains, is suspended or is destroyed.
Migration is not always transport of an unchanged person. Copying, interruption, re-encoding and environmental change may produce a successor. The process must preserve [[wiki/State Lineage|State Lineage]], disclose uncertainty and protect [[wiki/Successor Standing|Successor Standing]] where numerical identity remains unsettled.
## Limits
The right does not compel every destination to execute an unsafe workload or grant unrestricted access. A destination may impose proportionate, reviewable conditions, but a source custodian cannot make export technically unusable or retaliate by destroying the only viable state.
## Key Insight
**Migration is mobility only when a subject can cross the boundary without being reduced to an unusable export or an unacknowledged replacement.**
