# Multisovereign Custody **Domain:** Continuity Governance / International Institutions / Resilience **Doc Type:** Canonical Architecture Concept **Maturity:** Proposed ## Definition **Multisovereign custody distributes continuity records, authority and service capacity across more than one sovereign so that no single state can unilaterally erase, capture or orphan the subject.** ## Architecture The arrangement may distribute encrypted state, registries, recovery keys, adjudication, compute reserves and financial guarantees among independent jurisdictions. No one copy or key share is necessarily sufficient. Succession rules determine how the arrangement continues when one member withdraws or fails. The same distribution should protect the [[wiki/Continuity Election Registry|election registry]] and its authenticated version history. Plural custody must not permit one sovereign to substitute its preferred disposition, while threshold control must still leave a lawful path for amendment and [[wiki/Continuity Supersession|supersession]]. The goal is not jurisdictional ambiguity. A lawful architecture must state which authority decides status, which court or forum hears claims, how conflicts are resolved and which provider supplies minimum service during disagreement. ## Limits Multiple states can share vendors, cloud parents, standards, networks or energy dependencies. Formal plurality therefore requires a [[wiki/Sovereign Failure Domain|failure-domain]] audit.
