It replaces a purely vertical reporting model with lateral information flow, shared context, federated expertise, rapid dissemination, and coordinated action across agencies, jurisdictions, disciplines, and operational levels. The doctrine does not require every participant to become one organization or every database to become one pool. The architecture can remain federated while selected observations become interoperable under distinct authorities.
