Sovereignty includes enforceable authority, not merely nominal ownership language. ## Architectural implications Control requires portable data, granular permissions, revocation, audit trails, provenance, encryption, identity and delegation rules, and explicit handling of derived models that may continue to encode information after source records are deleted.
