Recurring concerns include mental privacy, cognitive liberty, personal identity, psychological continuity, mental integrity, autonomy, fairness, and protection from manipulation or discrimination. ## Governance boundary “Neurorights” is not one universally codified legal package. Specific protections differ across constitutions, statutes, recommendations, standards, and scholarly proposals.
