## Definition
An **operational representation** is a representation whose state is consumed directly by systems or institutions that make consequential decisions, allocate resources or cause physical effects.
It differs from an archive, illustration or descriptive model because downstream action depends on it.
## Historical Lineage
Maps, ledgers, rosters, schedules and registries have long made reality actionable to institutions. Digital systems increase update speed, reach and composability: one representation can now trigger many downstream processes before a human examines the originating evidence.
## Governing Variable
The representation governs recognized state: which identity, location, capacity, risk, permission or condition the operating system treats as real enough to act upon.
## Material and Computational Manifestation
