# Opportunity
**Domain:** Human development / Entrepreneurship / Social systems
**Doc Type:** Canonical concept node
**Maturity:** Developed
## Definition
Opportunity is an actionable opening through which capability, access, timing, relationships, or tools can be converted into a new course of action.
## Mechanism and Significance
Tools expand opportunity when they lower the cost of learning, production, coordination, or distribution. Networks expand it when people circulate information, trust, recommendations, and access.
## Evidence Boundary
Possibility is not guarantee. People encounter unequal resources and constraints, and a tool's availability does not by itself produce the skill, time, support, or outcome required to use it.
