Money, energy, compute, land, skilled labor and institutional attention cannot be assigned twice. ## Why It Matters A continuity program can be technically feasible and still be unjustly prioritized. The relevant comparison may include health, housing, climate adaptation, preservation of the living, public archives or broader access to continuity. Conversely, treating every continuity expenditure as luxury consumption can conceal that some services function as life support for recognized subjects. ## Decision Framework An allocation decision should disclose: 1. the protected minimum, if any, owed to each rights-holder; 2. marginal cost above that floor; 3. who receives the benefit and who bears the burden; 4. reversible versus irreversible consequences of delay; 5. distributional effects across generations and jurisdictions; 6. alternative interventions evaluated on comparable assumptions.
