## Definition
**Permission Lag** is the interval between a demonstrated technical capability and the point at which a wider public is permitted to possess, use, or accurately recognize it.
- **Maturation lag:** physics, cost, fabrication, power, memory, or integration still constrain operation.
- **Permission lag:** classification, export controls, licensing, procurement, or institutional access restrict an operational capability.
- **Perception lag:** a capability is publicly available while its consequences remain culturally illegible.
These intervals may overlap. The analytical task is to date each boundary and name the instrument or institution that maintained it.
## Machine-Intelligence Application
