## Definition
**Planetary operating system** is a metaphor for the interoperable infrastructure through which civilization senses changing conditions, maintains shared state, models possible futures, allocates resources, coordinates responses and learns from outcomes across jurisdictions.
It does not imply one literal program or one world government. The metaphor identifies a functional stack distributed across scientific institutions, standards bodies, networks, cities, markets, public agencies, models and people.
