# Platform Counterterrorism **Entity class:** Online counterterrorism practice **Domain:** Social platforms / content moderation / counterterrorism **Maturity:** Developed ## Definition **Platform counterterrorism** is the detection, review, removal, prevention, and cross-platform disruption of terrorist content, accounts, media, recruitment, and operational use of online services. It combines automated systems with trained human review, specialist intelligence, policy enforcement, law-enforcement escalation, and industry coordination. ## Technical Architecture The platform layer uses image and video matching, text classification, machine learning, account and behavior signals, shared hashes, language expertise, and contextual review. Automated systems can operate before a user report, allowing one confirmed item to seed detection of copies or related material. Human analysts remain necessary because the same image, phrase, or symbol can appear in propaganda, journalism, research, counterspeech, or evidence documentation. Platform counterterrorism is therefore both an AI-enabled counterterrorism problem and a networked counterterrorism problem. Terrorist media moves between services, languages, accounts, and communities; defensive systems must exchange indicators and adapt without treating every shared artifact as context-free proof. ## Boundaries Removal statistics describe enforcement against material a platform identifies and removes; they do not establish the total amount of relevant material, error rate, or downstream effect on recruitment. Reliable assessment requires denominators, policy definitions, appeal and correction mechanisms, transparency about automation, and separation of terrorist content from lawful reporting or political speech. ## Relationships - **master collection:** Terrorism, Counterterrorism, and the Intelligence Environment. - **mission:** Counterterrorism and Countering Violent Extremism. - **technical layer:** Artificial Intelligence, Machine Learning, and Algorithmic Amplification. - **network layer:** Terrorist Network and SOCMINT. - **governance boundary:** Constitutional Safeguards and Provenance. ## Sources / Provenance - [Meta — Are We Winning the War on Terrorism Online?, November 28, 2017](https://about.fb.com/news/2017/11/hard-questions-are-we-winning-the-war-on-terrorism-online/) - [Meta — Using Technology to Remove the Bad Stuff Before It's Even Reported, May 2, 2018](https://about.fb.com/news/2018/05/removing-content-using-ai/) **As of:** 2026-09-23 ## Simple Reminders, Quotations, and Thoughts > "The use of AI and other automation to stop the spread of terrorist content is showing promise." > **— Monika Bickert and Brian Fishman**, *November 28, 2017, Facebook counterterrorism report* AI Can Stop the Spread of Terrorist Content by Monika Bickert and Brian Fishman > "In the first quarter of 2018, for example, we proactively removed almost two million pieces of ISIS and al-Qaeda content — 99% of which was taken down before anyone reported it to Facebook." > **— Guy Rosen**, *May 2, 2018, Facebook technology report* AI Removed Nearly Two Million Pieces of Terrorist Content by Guy Rosen > "Last year, we shared the positive results of the changes we made to cut down on mistakes and focus our proactive enforcement toward illegal and the most severe content on our platforms like terrorism, child exploitation, drugs, fraud, and scams.
