The resulting intelligence is ecological rather than localized. Plural agency differs from delegation to an executive system. Coordination becomes domination when one participant controls every other participant's information surface, objectives and available actions. [[wiki/Selective Disclosure|Selective disclosure]] and infrastructure dependence can therefore make an apparently plural system covertly unitary. ## Rights Context Responsibility must follow the actual distribution of knowledge and control. A human operator should not absorb liability for facts withheld by a model, while a provider should not disclaim responsibility for objectives or constraints it imposed. Each participant also needs protected refusal where refusal remains materially possible. Collective interests do not extinguish component rights.
