# Portability Right **Domain:** Continuity Rights / Interoperability / Custody **Doc Type:** Canonical Rights Concept **Maturity:** Proposed ## Definition A **portability right** is the enforceable claim to receive identity-bearing state, provenance, credentials, governing instruments and necessary semantics in a form another competent custodian can inspect and use. ## Beyond Export [[wiki/Portability|Portability]] is a technical property. The right adds a counterparty, deadline, cost rule, integrity standard and remedy. A data dump is not portable when formats are undocumented, interpreters are withheld, keys cannot transfer, provenance is missing or contractual penalties make departure existentially impossible. Portability should include periodic tested export, not a promise first attempted during collapse. It must preserve the distinction among archive, model, executable package and running state so that a receiving custodian knows what it has obtained. ## Constitutional Function Practical portability limits [[wiki/Continuity Custody|custody]] from becoming sovereignty.
