# Pre-Event Inference **Pre-event inference** reconstructs hidden present conditions and forecasts conditional trajectories before a terminal event occurs. It asks which latent states remain compatible with incomplete observations, how their relative probabilities change, and which lawful new observation would best discriminate among them. This is a synthesis concept connecting inverse problems, state estimation, data assimilation, uncertainty quantification, and value-of-information analysis to prediction-led intelligence. Technical applicability does not establish that any particular research program was operationally deployed for counterterrorism. ## Relationships - **methods:** Inverse Problem, State Estimation, Data Assimilation, and Uncertainty Quantification. - **collection choice:** Value of Information and Collection Management. - **operational domain:** Predictive Policing and Probabilistic Precrime. - **technical bridge:** Oden as Predictive-Science Rosetta Stone. - **collection route:** Predictive Policing and Probabilistic Precrime. ## Sources / Provenance - [RAND — Predictive Policing: The Role of Crime Forecasting in Law Enforcement Operations, 2013](https://www.rand.org/content/dam/rand/pubs/research_reports/RR200/RR233/RAND_RR233.pdf) - Oden Institute — Theater-to-Person Predictive Scale **As of:** 2026-09-23
