# Probabilistic Precrime
**Entity class:** Predictive-governance concept

## Definition
**Probabilistic precrime** is the use of observations, statistical models, graphs, and continuously revised state estimates to **stop a harmful event before it occurs**. It represents possible futures with conditional probabilities, ranks the observations most capable of resolving them, and connects model output to preventive choices.
The concept is grounded in documented predictive-policing practice. RAND defines predictive policing as using analytical techniques to identify likely targets for intervention in order to prevent crime or assist investigation. Its taxonomy covers place and time, possible future offenders, possible perpetrators of past crimes, and potential victims. “Precrime” describes the temporal and philosophical consequence: state action may begin from an assessment of what **might** happen.
## Analytic discipline
A precrime system must preserve four non-interchangeable layers:

2. observed evidence;
3. inferred hidden state; and
4. predicted future state.
The purpose of the architecture is prevention: discover the latent configuration from which an attack, murder, sabotage, cyberattack, or mass-casualty event is emerging and alter that configuration before the terminal event exists.
## Prevention without foreclosure
