When public or community data creates private allocative power, a reciprocal system returns value, explanation, correction and protective capacity to the people and environments that generated or bear the consequences of that data. It may be implemented through law, licensing, fiduciary duties, procurement conditions, public-benefit covenants, auditable ledgers or carefully bounded smart contracts.
