# Proliferation **Domain:** Security / Geopolitics / General-Purpose Technology **Proliferation** is the diffusion of a powerful capability across organizations, states or populations after it can no longer be contained by one laboratory, provider or jurisdiction. It concerns access to designs, expertise, compute, training material and supporting infrastructure—not only possession of a finished artifact. In continuity engineering, proliferation has a double character. Wider access can break corporate custody and prevent one actor from monopolizing personhood infrastructure. The same diffusion can accelerate coercive uploading, weaponized cognition, covert copies and competition for scarce runtime. _Pantheon_ uses Chanda's distribution of UI blueprints to convert a private rights violation into a [[wiki/Continuity Arms Race|Continuity Arms Race]]. The constitutional response cannot be secrecy alone. It requires separation of capability governance from ownership of the resulting subjects and explicit standing for any intelligence created inside a security program.
