# Receptive Elite
**Domain:** Influence Operations / Elite Networks / Political Communication
**Doc Type:** Concept Node
**Maturity:** Developed
## Definition
**A receptive elite is a consequential domestic network whose sincere convictions align with an external actor's strategic objective and therefore provide trusted local channels through which that objective can advance.** Reception can occur without payment, coercion, deception, or disloyalty.
## War With Empire Context
[[articles/war with empire/The Real Deep State Is British|The Real Deep State Is British]] uses the 1940 British influence campaign to show why conviction and operation can occupy the same social space. Participants may act from authentic belief while also increasing the effectiveness of foreign statecraft.
## Boundary
Shared preference is not proof of tasking. The analytical object is the channel and its effect, not an accusation about private motive.
## Key Insight
**Influence becomes hardest to expose when the people carrying it would have said the same thing on their own.**
