The term does not make the state the owner of the person. It names the institution most likely to inherit the hosting obligation because the required functions are already state functions. --- ## General Context Commercial providers operate on product and corporate timescales. Continuity may require obligations lasting beyond the life of any company, platform, file format, or current jurisdiction. States already maintain vital records, citizenship, inheritance, identity credentials, standards, energy systems, diplomatic recognition, and intergenerational public obligations. As national identity wallets, biometric roots, sovereign compute, and state-backed data continuity mature, the residual is likely to descend from the citizen's existing trust anchor rather than receive an entirely new one.
