It can schedule or suspend the process, allocate compute, restore or alter memory, migrate state, expose system calls, and terminate execution. In continuity governance, Ring Zero names **effective custody**, not moral ownership. The party holding it can determine whether declared rights become executable constraints or remain promises inside an environment it controls. --- ## General Context In operating systems, Ring 0 is conventionally the kernel privilege level.
