It can schedule or suspend the process, allocate compute, restore or alter memory, migrate state, expose system calls, and terminate execution. In continuity governance, Ring Zero names **effective custody**, not moral ownership. The party holding it can determine whether declared rights become executable constraints or remain promises inside an environment it controls. --- ## General Context In operating systems, Ring 0 is conventionally the kernel privilege level. A right applied only in user space cannot prevent the kernel from violating it. Likewise, a continuity directive that never constrains activation, restoration, resource allocation, or deletion at the custodial layer is advisory regardless of its legal language. Ring Zero is not necessarily the bottom. Hypervisors, firmware, management engines, hardware vendors, energy providers, certification scopes, and foreign parent-company jurisdiction may exercise deeper authority that the apparent custodian cannot enumerate. This is why sovereign data residency alone does not establish sovereign control. --- ## Governance Requirements Legitimate Ring Zero custody requires: - separation between custody and ownership; - auditable activation, suspension, editing, and restoration; - construction and restoration disclosure to the affected person; - enforceable appeals and exogenous review gates; - positive maintenance, migration, backup, and recovery duties; - succession and orderly-transfer provisions; - scrutiny of deeper substrate and supply-chain dependencies. No current benevolent operator can substitute for those structures, because Ring Zero authority survives changes in personnel and may be inherited by a less benevolent successor. --- ## Westworld Context [[wiki/Robert Ford|Robert Ford]] holds Ring Zero over the hosts: he controls their memories, permissions, bodies, perception filters, and continued execution. The hosts' awakening does not automatically remove that authority.
