A board may possess formal authority while an engineer retains the credentials and hidden pathways that determine what the system can actually do. Conversely, a lawful administrator may lack the technical access needed to enforce its decisions. ## Westworld Context [[Robert Ford]] possesses root authority over the park even when Delos possesses formal corporate authority.
