## Definition
**Scenario planning** develops multiple plausible futures to test assumptions, strategies and vulnerabilities under uncertainty.
## Corpus Context
It can expand preparedness when scenarios remain plural, or harden into predictive administration when one modeled future acquires jurisdiction over people. RAND is an important institutional lineage.
