Secrecy is the controlled restriction of knowledge about an object, capability, relationship or operation.

Secrecy can protect privacy, safety and legitimate operations; it can also block accountability and prevent affected subjects from recognizing or contesting power. Its consequences depend on who controls access, who is excluded and what review survives concealment.
