The partition can arise without a central deception plan. Agencies, contractors, regulators, researchers, and commercial actors often describe their work in the language required by their own funding, jurisdiction, profession, or audience. The architecture becomes socially invisible because its interfaces and dependencies cross those narrative boundaries. ## Mechanisms Semantic partitioning can be produced by: - program names that foreground one use while preserving wider technical affordances; - budgets that separate launch, manufacturing, communications, logistics, and habitat functions; - regulatory categories that expand incrementally across previously distinct regimes; - contractor roles distributed across nominally independent projects; - public stories organized around civilian, scientific, commercial, or military purposes; and - institutional silos that preserve local truth while obscuring system-level composition. ## Analytic Method Analysis should follow verbs, interfaces, dependencies, standards, personnel pathways, and resource flows rather than relying only on program nouns. A component that delivers, grapples, processes, assembles, powers, regulates, or houses can participate in a common architecture even when each organization names a different objective.
